Description

The Culture, Youth and Media department of the Flemish government wants an investigation of the Flemish audiovisual policy, including an analysis of game policy. The client expects a broad analysis of the audiovisual policy; In concrete terms, this includes an analysis and evaluation of the Flemish Audiovisual Fund, the Incentive Scheme for Service Providers and the investment obligation for non-linear broadcasters (the "Netflix tax") in the first place.

The aim is to provide recommendations for the VAF management agreement (to take effect from 2022) and recommendations for a reinforced policy framework for audiovisual production and distribution. The client therefore also explicitly requests analyzes of current shifts in the international and local landscape that affect the production, distribution and consumption of audiovisual content in Flanders, and how this should be translated into a coherent audiovisual policy.
