Budgetary restrictions and the supply of governement services.

The represented research project relates to the reconstruction policy and the impact on the offer from the governement services. The project covers 3 chapters. In the first chapter we first are going to line up some operational standards to measure the 'production' in the governement departments. On the basis of the productions and the budgets of the considerated departments, an evaluation of the way in wich the savings policy is done, can be made in the 2nd part of the research. I.o.w. the persuaded cut-back or fiscal stress management. A division of this 2nd part will consist of a study to the extent that there was an attempt to positively approach the saving policy. The research results of this 2nd chapter should permit to split the savings of each departement into the components, related to several sorts of expenses, without reducing the offer of the civil services and the savings, realised by reducing the offer of the civil services. In a 1st part of the 3rd chapter of the investigation, we want to examine if we can obtain some general conclusions from the results of the 2nd chapter. In the 2nd part of this 3rd chapter, an attempt will be undertaken to calculate future saving policies.
