Legitimizing public service broadcasting in the 21st century: in search of a new theoretical basis

The aim of the proposed research is, firstly, to investigate which theoretical arguments have been made for and against public service broadcasting. It will do so from a multidisciplinary theoretical and historical angle, interpreting the dynamic interpretations of the public service remit over time. Secondly, moving to the study's empirical part, the research seeks to find out which means (i.e. rhetorics and policy instruments) national governments employ to legitimize public service broadcasting. The cases selected are the United Kingdom, Germany, Netherlands and Flanders. Finally, the research answers whether a'grand theory' for public service broadcasting is still possible in the 21st century and, in case of a positive answer, develops the core elements of such a theory.
