Every year the government body 'Planning and Statistics' APS holds a survey with 1500 individuals of the Dutch speaking part of Belgium. On the basis of these data this research project investigate in how far the Dutch speaking population is prepared to contribute to the social security of an increasing predictability of the risk of illness and unemployment on the one hand, and the perception of the social security system as an ordinary insurance in stead of a solidarity mechanism on the other hand. This hypothesis was formulated in international literature, but has never been checked for Flanders. That is exactly the reason why, on our request, a number of questions regarding this subject were included in the second 'VRIND' survey. The survey also permits to test the hypothesis for different groups of the population. it seems likely that the higher educated, because of the smaller risk, are less prepared to continue to contribute to the social security system.
