This project will provide a major contribution to the emergency support plan, by adding an additional level of safety and hence will have a positive impact on the public opinion. Based on state-of-the-art cognitive radio technology, the communication links during emergencies will significantly improve and hence, provide a strong emergency management.
The emergency support plan is a very important level in the defence-in-depth for the nuclear safety of a country. When a nuclear disaster arises every minute counts and a reliable and fast communication link forms the key to a successful emergency management.
In case of an emergency a fast, reliable, broadband wireless communication link is needed between different institutions, such as ambulances, hospitals, fire workers, meteorological institutes, authorities, governmental institutions, crisis cells, people on the field,...
This project focuses on the development of a wireless link based on advanced signal processing and hardware design techniques for cognitive radios. A cognitive or smart radio is able to send its broadband information (data as well as video) even when the spectrum is fully in use. A cognitive radio can look for a free band, or transmit together with existing users without interference. The requirements of being fast, reliable and broadband put severe demands on the performance of the wireless link which is realized by combining state-of-the-art telecommunication techniques with strong signal analysis tools. The field of cognitive radios is a very emerging research field and solves a lot of existing communication problems that often arise during emergencies, such as network overloads.
