This project concerns a long-term investigation of the penal policy and practice in Flanders (Belgium) from the end of the 18th C until the end of WOII. The research relies on a serial sample survey of the penitentiary archives for that same period. Three main questions lead this research : (1) which ideas are developed and underpin the penal punishment of criminals during this period. (2) who is the prisoner from a criminological point of view. (3) and who is he or she punished?
