Which micro-economic policy-instruments are developed by European cities in order to control the economic development in the city? The research focuses on the policy-space cities are able to create whitin a more uniform macro-economic European environment.

the aim of this research project is the study of the policy-space that European cities can develop in order to control the economic develoment-policy in their city. In contrast to other research in this field, this project suggest a bottom up approach instead of a top-down analysis that is more concerned with the capabilities of regions and cities in using the European policy-tools to meet the Lisbon-goals. this research is a study on the micro-economic policy-instruments european cities develop themselves. As formal competencies of city-governments are relevant, the main question focuses on the way policy-instruments are used to mobilise physical, social and cultural capital in order to implement a economic policy. A study of the literature on economic geography and policy-analysis is essential in order to create a analytical framework for analysing European cities. The cities Gent (Flanders) and Liège (Wallonia) will be used as test-cases for such analytical framework. After the elaboration of a analytical tool, other European cities will be studied in a comparative way.
