Analysis of medical data in the Belgian public health insurance, aiming to improve data warehousing and communication

Abstract

The current provider reimbursement records in the Belgian public health insurance system do not allow data mining for health economy evaluations. Secondly, no electronic means of communication between ambulant medical providers and mutuality physicians have been developed. In this paper, we address these issues by analysing the data stored by the Belgian public health insurance system, regarding their medical value. The paths and contents of medical data communication between ambulatory health providers and mutuality medical doctors is observed in depth.
In order to enable cross-institutional health economic scientific research we propose two actions:
Introduction of codification of all registered data
Introduction of a straightforward formal framework model, thus enabling electronic medical data exchange between ambulant medical providers and mutuality doctors.
