Applying strategic environmental assessment on Poverty Reduction Strategy Papers: sustainable development and the Millennium Development Goals in practice

Abstract

This research project goes confronts the theory of sustainability assessment and PRSP-greening (i.e. mainstreaming environmental sustainability in PRSPs) with the practice. This research project (BVO 2006) will also pay attention to the link between the two most important international development frameworks of the early 21st century: the Millennium Development Goals and the Poverty Reduction Strategy Papers.

The general objectives of this research project are:
- To provide the DGDC with an overview of the link between MDGs and PRSPs concerning environmentally sustainable development;
- To provide an overview of existing PRSP-greening processes and the possible contribution of donors;
- To discuss the contribution of (new) aid modalities to the sustainable development of the partner countries;
- To provide insight in the specific situation concerning environmentally sustainable development in the PRSP and MDG-strategy implementation in a chosen partner country;


This document is divided into four main parts:

Part 1: Overview of PRSP greening processes
Part 2: Analysis of the institutional and policy framework
Part 3: Analysis of donor activities
Part 4: Case-study: Benin

The objectives of the different parts are listed below:

Part 1: Overview of PRSP greening processes
- To assess key characteristics of a selection of PRSP greening processes;
- To draw lessons from existing experiences in order to improve the integration of environmental sustainability in PRSPs;
- To compare the situation between countries in order to provide targeted advice;

Part 2: Analysis of the institutional and policy framework
- To assess whether the MDG and PRSP development frameworks are complementary or antagonistic in the achievement of environmental sustainability;

Part 3: Analysis of donor activities
- To assess how aid modalities and donor interventions interact with recipient country's activities in pursuit of environmental sustainability;
- To assess which donor interventions are most suited to promote environmental sustainability;

Part 4: Case-study: Benin
- To analyze the practical realization of a PRSP greening process by reviewing government documents and other sources and by interviewing relevant stakeholders;
- To analyze the involvement of various development stakeholders in the PRSP greening process (donors, NGOs, etc...);
- To provide recommendations on PRSP greening and to draw lessons on the use of PRSP greening processes in the pursuit of environmental sustainability;
