    Abstract

    This Deliverable on "Quantitative value proposition for Reconfigurable / Cognitive systems" provides the steps towards realizing these objectives through linking the value propositions from the E3 key technical highlights and the telecommunications stakeholders. More specifically, this deliverable presents the UBM evolution, the Self-X
    And the CPC Business assessment, including business impact analysis, and quantitative assessment of business impact, as well as the impact on spectrum flexibility on the commercial value of spectrum.
