Abstract
Centralisation comes with risks. First, it raises concerns about institutional balance. The Commission is not merely an executive enforcer; it is also the initiator of legislation and, in some cases, an adjudicator of disputes. Concentrating these functions in a single institution blurs the lines between rule-making, enforcement, and oversight, the latter normally requiring a certain degree of independence.
