This contribution provides an overview of the capability for the planning, command and control (C2) for EU military operations.1 It argues that the ‘awkward alignment’ between the UK and Germany is particularly responsible for the lack of a permanent operational planning capability in Brussels. The first part describes the process for the planning, command and control of the Common Security and Defence Policy (CSDP) military operations. The second part looks at the relationship between politics and planning.
