Samenvatting

As stated in the DoA of the Grant Agreement and the Project Handbook (D1.1), the main objective of the monitoring and evaluation of the “EXIT Europe” project is to compare the progress and impact of casework – as carried out in respective exit/distancing programmes – based on evidence-based criteria, in particular the case studies and follow-up recommendations as worked out and provided by operational partner countries’ local evaluators (D4.2), and synthetise and summarise by way of reconstructive analysis the main impact factors of locally embedded exit work and information exchange according to the “EXIT Europe” methodology.
Based on this, the Evaluation Report (D5.2) was drafted and finalised, identifying elements of lessons learnt and good practice, and giving recommendations for involved operational partner countries (AT, FR, DE, IT, SK) and the PVE/CVE field in Europe, of which those from central evaluation will also be merged to a more consolidated Policy Brief (D7.1). The Evaluation Report will draw on the Scientific Framework (D5.1), which generally sets the parameters for the collection, analysis and evaluation of the practice experiences made by the operational partners. It thus guides the processes of generating knowledge from operational partners’ insights, while they engage in efforts to set up, implement and further develop their model of locally embedded, multi-level and inter-agency distancing and exit mentoring work. Considering this framework, results of central evaluation (BMI/CI), external evaluation (OIIP) and the legal and ethical monitoring and assessment (VUB) are presented to finalise the evaluation process of the project. For this matter, one Evaluation Report Meeting (Activity 5.2) was held in January 2021 with the purpose of setting a clear outline of the Evaluation Report along these three dimensions of the Scientific/Legal Framework.
