Samenvatting

This paper discusses the concept of permanent neutrality. I start with Ernest Nys and Edouard Descamps, who reappreciated the country's neutrality in the light of the Congo discussion and of the instauration of a "pacigerate". Then I turn to Wilhelm Arendt, whose 1845 treatise was far more prudent, and emphasised the contingency of the indepdence process in 1830. Finally, I return to diplomatic sources, using the Crimean War (1854-1856) and the War of the Triple Alliance (1864-1870) as instances of practical definition of Belgian obligations under the law of maritime neutrality.
