Romanian Women's Descriptive and Substantive Representation at the National and European Parliamentary Levels 25 Years after the Fall of Communism

Samenvatting

Twenty five years after the fall of communism, the percentage of Romanian women members of the National Parliament (MNPs) is very low, while it is higher in the European Parliament (EP) and in other top positions. This paper investigates whether it can be established a causal relationship between the levels of descriptive and substantive representation of women at national and European parliamentary levels. In order to attain this purpose, first, I have examined how many initiatives referred to women’s issues from the whole legislative activity of the NP in the 2008-2012 legislature and the first two years of the current legislature, started in December 2012. Second, I have examined the activity of the Romanian delegation in the plenary of the EP, during the 2009-2014 legislature. The findings show that Romanian women members of the EP, corresponding to 36% of the Romanian delegation in the analyzed period, were more active as regards women’s substantive representation than their Romanian male colleagues. Contrariwise, in the NP women were descriptively underrepresented (about 10%) and neither them, nor their male colleagues were particularly active regarding the substantive representation of women.
